CARNIVAL PROCESSION RULES
1. EVERY PROCESSION VEHICLE WILL PROVIDE TWO STEWARDS/MARSHALLS, TO ENSURE THE SAFETY OF PERSONS TRAVELLING ON THE VEHICLE OR TRAILER. YOU ARE ASKED TO COMPLY WITH CARNIVAL HEALTH AND SAFETY RICK ASSESSMENT POLICY STATEMENT. 2. ALL MOTOR VEHICLES AND TRAILERS MUST HAVE AT LEAST THIRD PARTY ROAD RISK INSURANCE. 3. FLOATS MUST NOT EXCEED AN OVERALL WIDTH OF 11 FEET 4. FLOATS MUST NOT EXCEED AN OVERALL HEIGHT OF 13 FEET 5. TO BE ELIGIBLE FOR JUDGING, THE FLOAT ENTRY FORM MUST BE 6. A SIGNED ENTRY FORM IS YOUR GUARANTEE TO ABIDE BY THE 7. THIS ALSO APPLIES TO THE NOMINATED JUDGES' DECISION 8. FLOATS ENTERING THE PROCESSION ARE ASKED TO ENTER VIA SOUTHLANDS ROAD WHERE A MARSHAL WILL BE IN ATTENDANCE AT THE JUNCTION WITH TURKEY ROAD TO DIRECT THEM THEIR PLACE NUMBER IN THE PROCESSION. 9. IMPORTANT NOTICE TO NOMINATED FLOAT MARSHALS, PARENTS MEETING OR COLLECTING CHILDREN AT THE POLGROVE In the interests of safety (and fairness) we must ask for your assistance in controlling the movement of parents and children at the Polegrove on Saturday 26th July. Please will you make all parents aware of our requirements, which are as follows: If parents or guardians are meeting/collecting children who have taken part in the procession who are not remaining in the Polegrove for the rest of the afternoon's entertainment, they must arrange to do this at the gate which is most northerly in Brockley Road. This is the gate nearest to Cooden Drive Road and furthest away from the seafront. This will help us keep pedestrian movements at the main gate to a minimum when the procession is entering the Polegrove and this should allow parents and children to meet up safely at a designated place. Please make all parents aware of this requirement because, if they try and enter the Polgrove at the main gate for the purpose of collecting their children, they will be directed to the designated (northerly) gate. Please will you make yourself available at the designated gate to confirm the identity of parents who are collecting their children. This will help us to allow only the appropriate people the necessary access. Many thanks for your assistance in this regard and together we can keep our Carnival safe for Children and reduce stress for parents and gate marshals alike.
Bexhill Carnival Committee Health & Safety Assessment 2008 Event Marshals Polegrove and Gate Marshals will be responsible for the safe passage of pedestrians and vehicles through the gates at the Polegrove. When the procession comes into view the main gate will be closed to pedestrian traffic and the side gate will be opened. Signs to this effect will be displayed. Marshals will be in control of crowd control to afford safe passage of procession. One Marshal will man each side of the main gate to prevent pedestrians, not in the procession group from entering with vehicles. Should evacuation be necessary, all gate control personal will stop incoming traffic, except emergency vehicles and supervise the 'No Go' areas created on Friday evening for the Firework Display and Saturday afternoon arena events. They will also assist the Committee members in the Polegrove event area in respect of lost children, lost & found property and generally keep an eye on the crowds, paying special attention to the stands and perimeter fences to prevent hooliganism and willful damage. Static & Procession Marshals will be responsible for crowd control, keeping the crowds back from procession route, keeping an eye on the crowds to prevent/discourage the throwing of missiles and manning strategic roads and junctions to stop normal traffic and afford free passage of the Procession. Vehicle Marshals 1 -Will be responsible for safety of persons traveling on their float from the time of the line up in Turkey Road to safe arrival at the Polegrove. 2 -They will carry out a safety check of their vehicle/float with regard to the safety to seating, side rails, stability of stage props and items carried. 3 -They will check tow bars, electrical and other equipment prior to Procession move off at 1pm. 4 -They will watch their vehicle occupants and the crowd whilst moving to discourage the throwing of bottles, coins or of other missiles of any sort. They will encourage the use of collecting boxes. 5 -In the event of a road traffic accident, collapse of a float or other major incident, the Procession will stop, the vehicle Marshal will ensure safe evacuate of their float and call for assistance of Police, Fire, Ambulance or tow the vehicle as necessary. Most services will be part of the Procession. 6 - Float Marshals will wear provided high visibility jackets at all times. 7 - Float Marshals will ensure their floats follow directions of the carnival Marshals and police at all times We wish you a safe and happy Carnival.
